Eight FLNG projects were operational as of November 2025, with 16.7 Mtpa of liquefaction capacity, while nine units under construction will add 20.6 Mtpa.[1] The sector now serves two separate but connected requirements including import diversification for gas-consuming markets and commercialization of offshore reserves that cannot justify conventional pipeline and onshore LNG infrastructure.

The market includes FSRUs, LNG FPSO and FLNG vessels, barge-based FLNG systems, and related floating storage and transportation capacity. Conventional land-based LNG export plants and fixed onshore regasification terminals are excluded unless they directly support floating asset deployment. GMI Analyst View

FLNG growth through 2030 will be supported by two demand pools with different commercial priorities. Importing markets need fast, flexible regasification capacity, while offshore reserve holders need an export route that avoids extensive pipeline and land-development costs. That distinction will sustain demand for both FSRUs and liquefaction vessels even as their revenue models diverge. The more consequential change is the expansion of repeatable engineering and conversion models, which lowers the threshold for project sanction without removing the need for long-term offtake and financing. Large projects will capture most market value, but modular designs will determine how many smaller reserves can enter global LNG trade.

Global LNG trade expansion is the most material growth driver. The International Energy Agency projects approximately 300 bcm/year of new LNG export capacity by 2030, with the United States and Qatar accounting for 70% of the total.[2] Global LNG supply grew by more than 5% year over year through the first three quarters of 2025 and is expected to rise another 7% in 2026. Greater export availability creates demand for flexible import capacity, particularly in markets where permanent terminal development cannot match energy-security timelines.

FSRU adoption has accelerated as European buyers replace Russian pipeline supply and diversify LNG import routes. The European Union added 76 bcm/year of import capacity between 2021 and 2025, largely through a record number of FSRU terminal deployments under REPowerEU.[3] Germany deployed five FSRU terminals through Deutsche Energy Terminal GmbH, while Poland's Gaz-System expanded the Gdansk terminal for a second vessel with 6.1 bcm/year capacity. The REPowerEU Gas Regulation, effective February 2026, requires a full phaseout of Russian LNG imports by the end of 2026 and supports continued demand for supply-diversification infrastructure.

Floating infrastructure also enables stranded offshore gas monetization. Cameroon, Mauritania, Senegal, and the Republic of the Congo rely on FLNG for all national LNG production capacity. Kumul Petroleum Holdings and Wison New Energies signed a pre-FEED agreement in October 2024 for a 1.5 Mtpa project targeting Papua New Guinea's Pandora and Uramu offshore fields.[4] The commercial effect extends beyond one project: FLNG allows operators to pursue reserves that would otherwise remain outside the economic range of onshore LNG development.

Modular designs and conversion-led projects are improving FLNG economics. Proposed U.S. Gulf Coast FLNG projects average approximately USD 1,054 per tonne of liquefaction capacity, compared with USD 2,114 per tonne for Shell's Prelude FLNG. Conversion projects, including Cameroon FLNG, have achieved costs near USD 500 per tonne. Newbuild FLNG projects under construction average a 2.85-year delivery timeline, compared with 4.5 years for equivalent onshore plants.[5] These gains make mid-scale and redeployable systems more commercially relevant in cost-constrained markets.

Large FLNG developments remain among the most capital-intensive energy projects. Coral Norte FLNG in Mozambique carries an estimated project value of USD 7.2 billion, while Shell's Prelude FLNG required capital commitments above USD 12 billion.[6] A deepwater newbuild can require five to seven years from final investment decision to first LNG. That duration creates exposure to financing costs, commodity cycles, shipyard capacity constraints, and geopolitical disruption. Smaller developers face the highest risk because extended schedules can exceed their ability to absorb cost escalation or contract changes.

Regulatory and environmental requirements create a second constraint. FLNG projects operate under flag-state, port-state, and coastal-state rules, with no fully harmonized international regulatory regime for floating liquefaction. Project-specific permitting can add 12–24 months to development timelines. Environmental review is becoming more demanding in Southeast Asia and West Africa, where methane measurement, flaring limits, and marine ecosystem assessments can affect project design and approval sequencing. These requirements do not prevent development, but they make regulatory capability a material competitive factor.

Forecast impacts are directional rather than strictly additive. They reflect baseline growth, regional mix, project financing, execution timing, and interactions among supply, policy, and infrastructure variables.

GMI Analyst View

The sector's central risk is not a lack of demand for LNG. It is the ability to convert demand into projects with synchronized financing, offtake, engineering, and regulatory approval. FSRUs will remain the fastest infrastructure response to supply disruptions through 2028 because their deployment timeline is shorter than that of fixed terminals. Liquefaction assets will continue to require stronger commercial foundations, especially when sponsors depend on multi-party EPCIC arrangements. Modularization improves the economics of marginal projects, but it does not substitute for bankable contracts or disciplined project execution.

By Facility

Floating Storage and Regasification Units

FSRUs accounted for 62.1% of market revenue in 2025 and are projected to grow at an 8.6% CAGR through 2035. The segment reflects Europe's accelerated import-terminal deployment after the disruption of Russian pipeline supply. Excelerate Energy commissioned the FSRU *Excelsior* at Germany's Wilhelmshaven 2 terminal in May 2025, adding up to 1.9 billion cubic meters of annual feed-in capacity. FSRUs also serve South Asian and East African markets where lower upfront expenditure and faster deployment offer an alternative to fixed onshore terminals. Their value proposition rests on speed, charter flexibility, and the ability to redeploy capacity as import requirements change.

LNG FPSO and FLNG assets held 31.5% market share in 2025 and are forecast to grow at a 13.0% CAGR. Shell's Prelude FLNG operates in Australia's Browse Basin and is designed to produce more than 3.5 Mtpa, with Crux field backfill expected from 2027.[7] Eni's Coral Sul FLNG operates in Mozambique's Rovuma Basin at a 2,000-meter water depth, demonstrating the viability of floating liquefaction in ultra-deepwater settings.[8] Technip Energies, JGC Holdings, and Samsung Heavy Industries extend this project model through Coral Norte. As design and construction experience becomes more repeatable, cost learning will widen the group of offshore reserves that can support commercial development.

Barge-Based FLNG

Barge-based FLNG represented 6.4% of revenue in 2025 and will grow at an 11.0% CAGR. The segment targets shallow-water fields and smaller reserves that cannot support purpose-built deepwater vessels. New Fortress Energy's Fast LNG concept reflects the move toward configurable liquefaction systems with smaller footprints.[9] Perenco's Cap Lopez project in Gabon, targeting a 2026 start, supports the role of barge-based systems in West African gas commercialization. Lower capex and simpler mooring arrangements improve feasibility, although the segment remains constrained by lower throughput and narrower project applicability.

However, small units retain a role in isolated fields, island markets, and frontier basins. Papua New Guinea's 1.5 Mtpa planned facility illustrates the market space around the small-scale threshold, where a floating project can enable reserves that lack the volume for conventional export infrastructure.

Coral Norte, Delfin FLNG 1, and the proposed Kanata LNG project illustrate the concentration of investment in larger vessels. Liquefaction and Production

Liquefaction and production represented 31.5% of revenue in 2025 and will grow at 12.9% CAGR. Regasification

Storage and Transportation

GMI Analyst View

Facility selection increasingly determines the project's commercial logic. FSRUs address security-of-supply needs, while liquefaction vessels turn offshore reserve ownership into export capacity. Large units will account for the greatest share of revenue growth, but mid-scale conversions will increase the number of projects able to reach final investment decision. The strongest competitive position will belong to providers that align vessel design, financing, contracting, and local approvals rather than relying on shipbuilding scale alone.

FLNG Market Regional Analysis

North America

North America held 11.0% of global revenue in 2025 and is projected to grow at a 13.8% CAGR through 2035. U.S. LNG projects account for approximately 85% of incremental global supply growth in 2025, with Plaquemines LNG contributing to a 9% year-over-year increase in U.S. LNG exports. Delfin Midstream reached positive FID in June 2026 for the 4.4 Mtpa Delfin FLNG 1 project, supported by agreements with Vitol, Expand Energy, Centrica, and Gunvor.[10] In Canada, Hanwha Ocean and Kanata Clean Power announced an MoU for a proposed USD 15.7 billion, 12 Mtpa project near Prince Rupert.
