Kraft Paper Market Size
The kraft paper market reaches USD 71 billion in 2026 and will reach USD 128.3 billion by 2035, expanding at a 6.8% CAGR from 2026 to 2035. Growth is increasingly determined by where paper can replace a multilayer or plastic format without compromising strength, converting performance, or end-of-life recovery.
Kraft Paper Market Key Takeaways
Market Leader: International Paper Company led with over 13% market share in 2025.
Leading Players: Top 5 players in this market include International Paper Company, Smurfit Westrock, Mondi Group, Stora Enso, Georgia Pacific LLC, which collectively held a market share of 46% in 2025.
The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, entered into force on February 11, 2025, and applies from August 12, 2026, creating a clear regulatory anchor for recyclable packaging design. [1]European Parliament and the Council - Regulation (EU) 2025/40 on Packaging and Packaging Waste - [Source](https://eur-lex.europa.eu/eli/reg/2025/40/oj/eng) Kraft paper competes on load-bearing performance as much as recyclability, which keeps industrial sacks, corrugated grades, and transport packaging central to the revenue mix.
The market includes bleached, unbleached, and semi-bleached kraft paper sold for bags and sacks, corrugated medium, wrapping and envelopes, labels and tags, and related applications. It excludes converted packaging revenue where the paper substrate is not separately valued. Revenue is measured in USD billion and volume, where applicable, in kilo tons; 2025 is the base year, with 2022–2024 as the historic period and 2026–2035 as the forecast period. The 2025 market value was USD 66.5 billion. The estimate combines bottom-up reconstruction of capacity, utilization, mill-gate pricing, and trade-adjusted shipments with top-down validation against industrial and packaging-demand indicators.
Kraft paper’s distinctive advantage is the relationship between fiber structure and application performance. Virgin grades remain essential where burst strength, elongation, and moisture tolerance are non-negotiable, while recycled grades are moving into higher-value applications as collection and processing improve. This split explains why the market can grow through both commodity sacks and specialty barrier-paper conversion.
GMI Analyst View
Plastic substitution will sustain demand, but it will not automatically reward every kraft grade through 2030. The better-positioned suppliers will convert regulatory demand into qualified, application-specific products, particularly in food contact, e-commerce, and industrial sacks. Recycled fiber will gain share in grades with manageable strength requirements, while virgin fiber will retain a defensible role in high-performance sacks and specialty papers. By 2035, product differentiation will rely less on brown-paper aesthetics and more on barrier performance, recycled content, and converting reliability.
Key Drivers
The PPWR creates a durable demand signal for recyclable packaging, particularly where mono-material fiber formats can replace difficult-to-recycle composites. Its commercial effect extends beyond paper volume because brand owners must also secure compliant coatings, fiber sourcing, and recycling pathways. Producers with barrier and food-contact capability can capture a larger share of this conversion than commodity suppliers.
E-commerce lifts demand for mailers, void fill, wrapping, and protective paper. Georgia-Pacific had produced more than 2 billion recyclable EarthKraft mailers when it expanded the portfolio in December 2024, demonstrating that paper-based mailers have moved beyond pilot-scale adoption. [2]Georgia-Pacific LLC - Georgia-Pacific Expands EarthKraft™ Recyclable Mailer Portfolio - [Source](https://www.accessnewswire.com/newsroom/en/industrial-and-manufacturing/georgia-pacific-expands-earthkrafttm-recyclable-mailer-portfolio-950354) The underlying driver is logistics standardization: one qualified paper format can be deployed across large order flows.
Construction and agriculture preserve demand for high-strength sack grades. Cement, fertilizer, feed, and food-ingredient customers need burst resistance and consistent runnability during high-speed filling. Canadian Kraft Paper’s SPX® and SPX-Velocity™ grades demonstrate the specialization required for demanding multiwall sacks. Key Restraints
Pulp accounts for a large share of kraft paper production cost, leaving mills exposed to changes in fiber, energy, freight, and exchange rates. Cost escalation is harder to recover in standardized grades, where converters can delay purchases or change supply sources. Vertically integrated producers are better able to manage this exposure through captive fiber and internal pulp supply.
Kraft paper also competes with molded fiber, corrugated formats, bio-based films, and reuse systems. These substitutes are most relevant when moisture barriers or cushioning performance matter more than sheet strength. Barrier coatings can extend kraft paper’s addressable market, but qualification costs and recycling validation limit immediate conversion.
Environmental rules support fiber-based packaging demand while increasing mill compliance requirements. Emissions, effluent, and PFAS-related reformulation obligations can weigh on older assets and specialty treatment lines. The result is a widening gap between mills that can fund modernization and mills competing primarily on spot-market pricing.
GMI Analyst View
The market’s drivers outweigh its restraints, although profitability will not move in line with volume. Regulation and e-commerce create demand pull, but fiber and energy exposure will keep commodity-grade margins cyclical. The second-order effect is consolidation pressure: cost volatility and environmental compliance make scale and integration more valuable. Through 2030, suppliers that combine recycled-fiber capability with high-performance virgin grades will have the broadest route to growth.
Kraft Paper Market Segment Analysis
By Product Type
Unbleached kraft paper led the market with USD 41.2 billion in 2025, or approximately 62% of revenue, and is projected to reach USD 78.4 billion by 2035 at a 6.6% CAGR. Its strength and lower chemical intensity suit cement sacks, grocery bags, corrugated grades, and heavy-duty outer packaging. Canadian Kraft Paper’s SPX® and SPX-Velocity™ grades illustrate the specialization required for demanding multiwall sacks.
Semi-bleached kraft paper is the fastest-growing product type, rising at an 8.0% CAGR to USD 15.9 billion by 2035. Partial bleaching provides a more printable substrate while preserving a cost position below fully bleached paper. Oji’s semi-bleached papers for bags and envelopes show where this format fits, while recyclable barrier coatings expand the potential use in food and pharmaceutical packaging. By Basis Weight
The 40–80 GSM category led with USD 25.3 billion in 2025, equal to approximately 38% of market revenue, and will grow at a 7.4% CAGR. The range serves shopping bags, food wrapping, light industrial sacks, and e-commerce mailers, placing it at the center of plastic-substitution demand. Nordic Paper’s iamKraft® MG range covers this weight span for bags, wrapping, and related converting uses.
The 80–120 GSM segment accounted for USD 21.3 billion in 2025 and will expand at a 6.7% CAGR. Cement, construction-material, and agricultural sacks require heavier basis weights and reliable elongation. Demand is more closely tied to industrial output than retail conversion, making the segment steadier but less exposed to the fastest-growing mailer formats.
By Grade
Virgin kraft paper generated USD 47.9 billion in 2025, or approximately 72% of market revenue, and will reach USD 83.6 billion by 2035. Long-fiber strength remains necessary in cement, agricultural, and other industrial sacks where recycled grades cannot consistently meet specification. This gives virgin grades a durable position despite rising recycled-content requirements.
Recycled kraft paper will expand at a 9.1% CAGR, from USD 18.6 billion in 2025 to USD 44.7 billion in 2035. Natron-Hayat’s PM1 modernization introduces a 60–90 GSM mix kraft grade with up to 100% recycled fiber content, while SCG Packaging supplies a recycled extensible grade for tile-adhesive packaging. [5]Valmet - Valmet IQ Web Inspection System to Natron-Hayat in Bosnia and Herzegovina - [Source](https://www.valmet.com/news/other-news/2025/valmet-iq-web-inspection-system-to-natron-hayat-in-bosnia-and-herzegovina) These investments move recycled fiber from a compliance response toward a functional packaging input.
By Application
Bags and sacks were the largest application at USD 31.3 billion in 2025 and will reach USD 65.0 billion by 2035 at a 7.6% CAGR. The category combines retail bag substitution with cement, fertilizer, feed, and food-ingredient packaging, giving it both consumer and industrial demand channels. Mondi’s December 2024 start-up of a 210,000-ton-per-year sack kraft machine at Štětí strengthens supply to this application.
Corrugated medium followed at USD 14.6 billion in 2025 and will grow at a 6.3% CAGR. It remains foundational to logistics packaging, while wrapping and envelopes benefit from demand for paper mailers and protective fill. Georgia-Pacific’s EarthKraft® portfolio and Nordic Paper’s iamKraft® ePack illustrate the commercial shift toward fiber-based delivery formats.
By End User
Food and beverages led end-use demand with USD 21.3 billion in 2025 and will reach USD 37.5 billion by 2035 at a 5.8% CAGR. The sector spans bags, wraps, food-contact papers, corrugated transport packaging, and bulk ingredient sacks. Its scale favors suppliers able to satisfy food-contact, printing, and converting requirements across several paper grades.
Retail and e-commerce is the fastest-growing end user at an 11.5% CAGR, rising from USD 10.6 billion in 2025 to USD 31.5 billion by 2035. This growth rests on mailers, paper cushioning, and retail bags rather than a single product class. The market consequence is a greater premium on lightweight, strong, converter-ready papers over the forecast period.
GMI Analyst View
Segment growth will not be defined solely by fiber origin. The more consequential divide is between grades designed for a specific converting or barrier requirement and grades sold as interchangeable commodity paper. Recycled grades will gain fastest in retail, e-commerce, and selected industrial applications, while virgin grades will retain share where elongation and tensile performance set the qualification threshold. By 2035, suppliers with both capabilities will be better insulated from regulation-driven mix shifts.

Middle East & Africa
The Middle East & Africa market totals USD 2.7 billion in 2025 and will reach USD 5.8 billion by 2035 at an 8.0% CAGR. Construction activity, retail modernization, and plastic restrictions support demand, but local integrated supply remains limited outside South Africa. Sappi’s Ngodwana Mill provides a regional production anchor with 240,000 tonnes per year of kraft linerboard and 25,000 tonnes of kraft paper capacity.
GMI Analyst View
Asia Pacific will remain the market’s volume center, but regional value creation will differ. Europe will set the pace for recyclability and barrier-grade qualification, North America will remain an important e-commerce conversion market, and Latin America and MEA will rely more heavily on industrial sacks and import logistics. The second-order effect is a more regionalized supply model, with specialty papers traveling farther than commodity grades. Through 2035, freight exposure and local converting capacity will shape regional margins as much as demand growth.
